As negotiations on FP10 advance in the Council and Parliament in early 2026, a critical question is emerging: can Europe’s next research and innovation framework (Framework Programme 10 – FP10) effectively support the clean energy transition, long-term industrial competitiveness, and energy security in a world of intensifying global competition and rapidly evolving technologies?
EERA is issuing this position to ensure that FP10 delivers on its potential. To maintain Europe’s leadership in clean energy R&I, avoid gaps along the research-to-deployment continuum, and maximise societal and industrial impact, we outline five strategic priorities that require urgent attention. These priorities draw on lessons from Horizon Europe and reflect the need for a coherent, well-resourced, and future-proof R&I agenda.
