As negotiations on FP10 advance in the Council and Parliament in early 2026, a critical question is emerging: can Europe’s next research and innovation framework (Framework Programme 10 – FP10) effectively support the clean energy transition, long-term industrial competitiveness, and energy security in a world of intensifying global competition and rapidly evolving technologies?
EERA is issuing their position to ensure that FP10 delivers on its potential. To maintain Europe’s leadership in clean energy R&I, avoid gaps along the research-to-deployment continuum, and maximise societal and industrial impact, we outline five strategic priorities that require urgent attention. These priorities draw on lessons from Horizon Europe and reflect the need for a coherent, well-resourced, and future-proof R&I agenda.
The EERA Policy Team and Policy Working Group have published the position paper “Secure Europe’s Innovation Continuity – From Science to Society”, setting out EERA’s key demands for FP10.
The EERA Joint Programme Hydropower’s published their position on FP10 and how it aims to maximise impact through FP10 and a dedicated SET Plan Implementation Working Group.
